This shall be achieved by investing a portion of the Fund\u2019s surplus funds, not exceeding (1%) of its available resources. For this purpose, the Fund\u2019s Board of Directors shall prepare annual studies to determine the areas of expenditure and their estimated costs, while setting eligibility conditions in a manner that serves the relevant member companies, ensures equal opportunities in this regard, and publicly announcing such programs sufficiently in advance of their implementation.
